A four-year-old boy will be forced to live the next month in a wheelchair with a broken leg after two dogs without a leash knocked him over in a leafy Perth suburb this week.

Jemma Holcroft spoke out about the confronting moment her son, Archie, was playing at Brighton Reserve in Scarborough before a pair of dogs “just bowled him over” on Sunday afternoon.

The City of Stirling confirmed to 7NEWS that they are investigating the incident.

His father, Ben O’Neill, said his son was “on the floor crying cradling his leg” after the dogs came running towards him.

“The more it went on the more it seemed he was properly injured by it,” he said.

Ms Holcroft claims the owners were uncaring after the shocking incident.

“I was obviously worked up at the time and he said nothing, just mocking it.”

The parents said they wanted the two owners to reach out to them and issue an apology ahead of a “very difficult six weeks”.

The Scarborough Reserve requires dogs to be held on a leash at all times.
