Cold water poured on promise for new $2.8bn Alkimos desalination plant to be powered by renewables

Infrastructure WA has warned the State Government may struggle to deliver on its promise for a new $2.8 billion desalination plant to be fully powered by green energy. Water Corporation’s Alkimos project will process seawater to make 55bn litres of drinking water annually from 2028. But the State’s infrastructure umpire said a “key risk” for the desalination development would be sourcing green power, in a recently released report. Water Corp had banked on procuring energy through a power purchase deal, according to the report. The utility also made the shock move into power generation by buying the rights for Flat Rocks Wind Farm stage two in 2022. A Government spokes-woman said Flat Rocks would make a “significant contribution” towards energy needs for the plant. Water Corp was working on plans to procure more green energy for the plant and to hit net zero targets, she said. The Government-owned utility was forced to drop a plan to install its own batteries after IWA questioned the merits and the cost. In the review of the desalination proposal, IWA also raised concerns about operating cost estimates used in the business case, which did not include asset renewals and membrane replacement. That meant the study did not fully assess the financial impact of the project. A spokeswoman for the Government said those costs would be covered in the annual budget process. The State Government picked Acciona to build the new plant in December.
